What makes an Education System “the best”?

I suppose that a wide range of targeted education outcomes being met in the near, medium and long term would make an education system 'the best'.  That is, in the short term, learners are exposed to the tools resources and all needed to acquire the target skills set, while in the medium term they develop competencies related to critical thinking, the use of technology and a variety of resource tools to enhance the basic skills and knowledge gained in the short term.  In the long term, learners would develop into engaged civic participants in society and would contribute in one way or another to the advancement and improvement of communities and societies.

I dont always feel connected to my Caribbean colleagues in Eduction. I hope this is another opportunity for me to learn and another way that we can support each other in sharing our challenges, in terms of what works well and what has not worked well in our classrooms/schools that we serve. I would like to hear about what has worked for you all in other Caribbean classrooms when it comes to school leadership maybe a model that really works and has consistent success in school leadership at any level in the education systems we are involved in.
