This Prize was established in 2002 thanks to the generous support of the State of Kuwait.
Every two years, the Prize is awarded to two individuals, organizations, or centers that have contributed to the promotion of inclusive quality education for persons with intellectual disabilities.
The Prize consists of a certificate and a monetary stipend of US$ 20,000 to each awarded recipient.
Nominations are made by the governments of Member States, in consultation with their National Commissions, and by non-government organizations in official partnership with UNESCO.
The winners are selected by the Director-General of UNESCO on the basis of recommendations made by an international jury of five independent members, who are appointed on a four year term by UNESCO.
