Intercultural Bilingual Education is important not only to increase an individual's desire to learn, but also to conserve the culture of ethnic communities.
Emergent students should be taught in their mother from nursery up to grade 3, permitting the country's official language as an introductory class only, then gradually incorporate the official language, until they become fully bilingual; this will conserve Mother Tongue, Customs and traditions. To conserve the Culture of a community is to begin by teaching a child from within their surroundings in order to prevent dropouts, this will cause their thirst for the unknown to explode into success.
